Mr. Angelloz thanked all Board members for coming to the meeting.

D. APPROVAL OF PREVIOUS BOARD MINUTES:

Since there was not a quorum present at said meeting, the minutes of the June 22, 2023 meeting will be ratified at the next LAT Workforce Development Board, Inc., meeting.

E. NEW BUSINESS

  1. By-Laws (Revised)

The Louisiana Workforce Commission has requested that the LAT Workforce Development Board, Inc., By-Laws be revised to include roles and responsibilities of the board. Staff submitted a draft copy to the State for approval and has received word that said revised By-Laws in red do meet the requirements. Staff recommended approval and signature by the Chairperson of the revised By-Laws.

On June 27, 2023, the Louisiana Workforce Commission submitted a Monitoring review of the LAT Workforce Development Board, Inc., and Work Connection, Inc. files for the 2020/2021 program year. There were four (4) policies that required action.

Ms. Varnado asked about the monitoring report reading Gordon Dove, Lafourche Parish President.  Mr. Lewis explained that the report should have read, Lafourche Parish Consortium and that Mr. Gordon Dove, Parish President for Terrebonne Parish, represents all three (3) Parish Presidents as the CEO of Lafourche, Terrebonne and Assumption through a Multi-Consortium Agreement.

  1. Louisiana Workforce Commission - LAT Workforce Development Board, Inc.   2023-2024 Contract

Staff is recommending that the LAT Board accept and approve the 2023/2024 Contract between the Louisiana Work Commission and the LAT Workforce Development Board, Inc. to provide Career Services for the Adult, Youth and Dislocated Worker for Region 3, Lafourche, Assumption and Terrebonne Parish. This is an annual contract that must be approved by the Board.

Motion by Mr. Greg Diez/Seconded by Ms. Jawanda Givens to accept and approve the Louisiana Workforce Commission/LAT Workforce Development Board, Inc., contract.

Staff is requesting the Board to authorize the Chairperson and Secretary to sign the annual Louisiana Compliance Questionnaire Audit Engagement Letter. This is an annual authorization that must be done each year for the Auditors to begin the previous year’s audit.

Motion by Mr. John Hebert/Seconded by Ms. Kelly Varnado to approve the annual Louisiana Compliance Questionnaire Audit Engagement Letter and for the Chairperson and Secretary to sign.

  1. 2023/2024 Updated Budget with Carryovers

Staff recommended the acceptance and approval of the updated 2023/2024 Revised Budget for The LAT Workforce Development Board, Inc., and The Work Connection, Inc. Ms. Mary Landry, Accountant stated that the previous budget with carryovers submitted in June 2023 was a projected budget and the budget now being submitted is a final budget revising all carryovers and adjusting budget figures accordingly.

Motion by Mr. John Hebert/Seconded by Mr. Greg Diez to approve the revised final budget as submitted.

REMINDER:

Each Board member is required to complete one (1) hour of Ethics Training per year.  The website is listed below.  Said training must be completed by December 31, 2023.

Mr. Lewis stated that The Work Connection enrollment has increased.  The Work Connection has been working diligently by going to schools and attending as many Job Fairs as they can.  The reopening of the Thibodaux office has also helped.  All funding seems to be on track at this time.

  1. WIOA Funds – Financial Update (Information Only)

Ms. Landry stated that all budget items seem to be on the right path at this point.  The new budget began on July 1, 2023 for the New Year and recruitment seems to be on task.

  1. LWDB Meeting Schedule

The next meeting of the LAT Workforce Development Board, Inc., is scheduled for 11:00 a.m., December 7, 2023 at Ellendale.

I. BUSINESS FROM THE FLOOR

The LAT Workforce Development Board is identifying the occupation of Emergency Medical Technician (EMT) as a local demand for Region 3, Terrebonne, Lafourche and Assumption Parish.  Staff has had numerous individuals contact us about said occupation and training.

Due to the downturn with the Oil & Gas Industry, Healthcare is currently our highest growth industry.  This occupation will allow us to meet the needs of our local employers and participants.

Motion by Mr. John Hebert/Seconded by Ms. Jawanda Given to approve Emergency Medical Technician (EMT) as a local demand occupation for Region 3, LWDA #31.
